No. While they serve similar purposes, OVHC and OSHC are for different groups. OVHC is for overseas visitors, workers, and other non-student visa holders. OSHC is strictly for international students on subclass 500 visas. Both help with the cost of medical care, but the policy structure, benefits, and visa conditions they support are different. If your visa status changes, your health cover should change along with it.
